VIA is collaborating with the City of Vancouver, WA to develop a subarea plan for the Heights District, an area encompassing some of the City’s oldest neighborhoods, most active corridors, and a rich mix of businesses, schools and open spaces. The vision for the District is for a flourishing, connected and sustainable neighborhood urban center that actively promotes connectivity, community health, wellness and social equity. The planning process includes the subarea plan for the 205-acre Heights District; a redevelopment plan for the 63-acre Tower Mall Redevelopment Site; and an Environmental Impact Statement that supports a Planned Action Ordinance.

 

Developed through a rigorous stakeholder engagement process, the future District will be economically feasible and context sensitive. Objectives to achieve this involve leveraging sustainability and economic development initiatives, integrating income-based housing, creating and programming high quality public open space, ensuring good urban design, and providing for a range of mobility options.
