VIA drafted a policy update to Tacoma's popular 'Destination Downtown,' adopted in December 2008. As a framework for action, the plan addresses downtown quality of life through the introduction of new programs that will build city capacity to revitalize recognized stress points or gaps in the existing urban fabric.

Enabling policies and actions include historic preservation, sustainability indicators, street typologies and public art programs. Most importantly, the Comprehensive Plan brings forward the pedestrian, with a focus on lively street level interaction.
