This streetscape environmental assessment was a component of the City of Vancouver's Downtown Transportation Plan, which was chosen as the innovation category winner for the 2003 Awards for Planning Excellence by the Canadian Institute of Planners. It evaluated the inter-relationship of pedestrian activity with streetscape design and adjacent land uses in light of future traffic and transportation scenarios.
This study developed a dynamic assessment tool that blended subjective perceptions with objective enumeration. It provides a simple means for City staff to analyze alternative scenarios and to update the modeled assumptions as new development is built out or as traffic patterns change. The key factors the tool highlights are the relative robustness of streets, the sensitivity of those streets, and their ability to adapt to changing conditions.
