VIA, teamed with Tom Fletcher & Co, helped the City of Edmonton better approach context-sensitive infill throughout its mature neighbourhoods. Through an innovative community outreach process, the project identified development types that contribute to desired neighbourhood character in terms of form, scale, location, and streetscape. A 'game' format was created for co-learning workshops, as well as a 'science fair' used to engage citizens and industry at open houses. These community engagement exercises resulted in guidelines and large-site development strategies.

In conjunction, the team created an improved model for processing infill development applications. The revised system looks to engage the community and make a participatory rezoning explicit, improving on previously adversarial and ad-hoc patterns of direct control zoning.
