TransLink is seeking to accomplish integrated urban design within the framework of the Design-Build-Finance-Operate process for delivery of the new river crossing to link Surrey/Langley with Pitt Meadows/Maple Ridge. VIA Architecture has been the project's urban design consultant in developing the process of establishing design-build guidelines and reviewing the development and approval of the bids.

This assignment has required the balance of encouraging and sustaining the bidder's design creativity in a project reality driven by the bottom line of a competitive bidding process.
