The Millennium Line was constructed using a strategic blend of design build and bid build project delivery methods. The guideway was designed to 30% and tendered as a design-build project, allowing maximum opportunities for creative engineering and problem solving on the part of the contractor. The resulting design consisted of segmented pre-cast concrete sections that could be cast off-site and transported to the site in small modules. The stations were taken through full design documentation and tendered as individual design-bid-build contracts. This allowed the work to be spread among many contractors in the region, put the work within the reach of contractors too small to undertake the overall project, and allowed mobilization of several parallel contracting teams to reduce the total construction time.
