BART Civic Center Station Modernization

Civic Center Station is a four-level underground station serving BART and MUNI platforms and is the fourth-busiest station in the BART system. The goal of the project is to develop a 25 year plan prioritizing potential station improvements to upgrade and modernize the station’s function, capacity, sustainability, and enhancing the stations appearance, customer experience & safety.
VIA developed detailed assessments and conceptual designs to guide Civic Center’s modernization program. All Station core functions were assessed in the context of current and future ridership including enhancing street level universal access and egress, increasing vertical circulation & capacity, improving cross platform connections, reorienting key functions for better visibility and sightlines, and improving wayfinding & signage. Energy saving and other sustainability features were evaluated addressing modernized lighting, updated station finishes and surfaces, as well as opportunities for Public Art and activation in the station concourses.
Conceptual designs were developed to reflect BART’s Station Modernization objectives including; “connecting to community,” “make transit work” and “sustainability.” Decision support methodologies were employed for project prioritization and risk assessments.
The work is captured in a full descriptive report, 15% design drawings, a preliminary cost estimate and implementation and phasing plan. Additional scope was also allocated for VIA to assist BART staff in their selection of a set of system-wide performance measures to build support for strategic station investments and advance BART goals.
