The Heights District Plan + EIS

VIA collaborated with GGLO and the City of Vancouver, WA to develop a Subarea Plan and Tower Mall Redevelopment Area ensuring the future District is contextually sensitive and in keeping with surrounding neighborhoods. The plan objectives focus on leveraging sustainability and economic development initiatives, integrating mix-income based housing, creating and programming high quality public open space, ensuring good urban design, and providing for a range of mobility options. The planning process includes the subarea plan for the 205-acre Heights District; a redevelopment plan for the 63-acre Tower Mall Redevelopment Site; and an Environmental Impact Statement that supports a Planned Action Ordinance.
The Vancouver (WA) City Council adopted The Heights District Master Plan on August 27th. With the City Council leadership, the approval sets the stage for The Heights as Vancouver’s next future urban neighborhood as envisioned in its Comprehensive Plan. The vision for the District is for a flourishing and sustainable urban neighborhood center that actively promotes connectivity, community health, wellness and social equity.
